Improvements considered for Md. 32, airport

Bicycle lanes and a raised concrete traffic barrier might be coming to a section of Md. 32 in South Carroll.

State Highway Administration officials Tuesday presented the Carroll County Board of Commissioners with results of a concept study for improvements to the road.

The cost of three different plans studied by state officials for improvements to Md. 32 ranges from $4.2 million to $8.3 million.

Each plan includes a new traffic light for the intersection of Md. 32 and Macbeth Way and double left-turn lanes, two through lanes and a right turn lane for northbound Md. 32 at Md. 26.

The more expensive plans include a raised concrete median to separate northbound traffic from southbound traffic on Md. 32.

State highway officials said the design process for improvements would take from 12 to 18 months.

In other business, the Carroll County Board of Commissioners Tuesday:

  • Approved changes to the Carroll County Regional Airport's master plan that could lead to several airport improvements.

    The cost of the improvements would be about $58.87 million. The county's share of the cost would be about $1.47 million. State and federal governments would pay the balance.

    The plan selected by commissioners would include the construction of a new 6,500-foot runway, a new taxiway that would enable the airport to serve bigger corporate jets and the construction of additional hangar facilities;

  • Unanimously approved the purchase of 10 Ford Crown Victoria Police Interceptors, two Ford Explorers and two Dodge sedans for the Carroll County sheriff's office. The commissioners also unanimously approved the purchase of strobe lights, sirens, flashers, light bars, speakers, trunk shelves, shotgun racks and other equipment for the new police vehicles.

    The purchases, which will replace cars and equipment bought during the early 1990s, will not be made until the next fiscal year, which begins July 1.

    The total cost of the vehicles is approximately $257,000 and the cost of the equipment is about $63,000;

  • Unanimously agreed to pay $929,000 for maintenance to Hoff, Ruggles, Pipe Creek and Stem roads.

    The work includes culvert replacement and filling in road shoulders;

  • Unanimously approved a transfer of $238,000 from the county's reserve fund to pay for a new piece of equipment that county roads crews use for road patching, ditching and removing debris.

    The new equipment will replace a 17-year-old machine, which will be traded in. The proceeds from the trade will be applied to the purchase of the its replacement;

  • Unanimously approved spending an additional $200,000 to cover escalating costs for improvements to Watersville Road.
